December 1, 2022 Meeting Update:

This meeting will be conducted as a hybrid meeting with the Board members and County Staff attending in-person.

Any applicants or public guests that wish to attend in-person may do so as well, but there is also the option to attend the meeting via Zoom. If you wish to attend in-person, the meeting will be conducted at the Rice County Government Services Building, in the Commissioners Board Room, located at 320 3rd Street NW, Faribault, MN 55021.

We do ask if you attend in-person and wish to participate in either of the meetings, please come at the following times to help us limit the number of people we have in the Board Room at one time:

  • Board of Adjustment Applicants & those wishing to add public comment = 6:30 p.m.
  • Planning Commission Applicants & those wishing to add public comment = 6:45 p.m.

The Rice County Board of Commissioners appoints resident representatives to serve on the Rice County Planning Commission and Board of Adjustment. The membership, terms and functions are set by Minnesota Statutes 394.27 and 394.30, respectively.


The Planning Commission has the authority to review and recommend to the county Board matters concerning zoning, rezoning, conditional use permits, preliminary and final plats, ordinance changes/modifications and Comprehensive Planning, including land use recommendations.

The Board of Adjustment has the exclusive authority to review variance requests of the Zoning Ordinance adopted by Rice County, hold public hearings, and make final decisions granting or denying the requested variances from the Zoning Ordinance.

Membership & terms

The Planning Commission and Board of Adjustment consists of five members serving three-year terms. They are appointed by the Board of Commissioners and represent an even distribution of geographic areas in the county. Members may be eligible for reappointment but may not serve more than three consecutive three-year terms. Meetings are held once a month or at the call of the chair. Members are compensated in an amount set by the Board of Commissioners.

Rice County is seeking two (2) Rice County residents to serve a 3-year term on the Board of Adjustment/Planning Commission. To get an even distribution of geographic areas of the county, preference is for residents from eastern and southeastern Rice County. Members of the Board of Adjustment/Planning Commission currently receive mileage reimbursement for miles driven to and from meetings, and $100 per meeting attended.
